A comprehensive reference of regulatory terms, institutions, and legal instruments relevant to Angola’s financial markets.

A

  • AGT (Administracao Geral Tributaria): Angola’s tax authority, responsible for administering all national taxes including IAC, industrial tax, and VAT
  • AML/CFT: Anti-Money Laundering / Combating the Financing of Terrorism. See Law 5/20 framework
  • APD (Agencia de Proteccao de Dados): Angola’s data protection authority, enforcing Lei 22/11
  • ARSEG (Agencia de Regulacao e Supervisao de Seguros): The insurance and pension fund regulator
  • Aviso: A notice issued by the BNA, constituting a binding regulatory instrument

B

  • BNA (Banco Nacional de Angola): Angola’s central bank and banking regulator
  • BODIVA (Bolsa de Divida e Valores de Angola): Angola’s securities exchange, hosting equity and debt trading
  • Beneficial Owner: The natural person who ultimately owns or controls a legal entity or arrangement

C

  • CAR (Capital Adequacy Ratio): The ratio of a bank’s capital to its risk-weighted assets, minimum 10% in Angola
  • CDD (Customer Due Diligence): The process of verifying customer identity and assessing risk. See KYC requirements
  • CEVAMA (Central de Valores Mobiliarios de Angola): The central securities depository, operated by BODIVA
  • CMC (Comissao do Mercado de Capitais): Angola’s capital markets regulator
  • CPM (Comite de Politica Monetaria): The BNA’s Monetary Policy Committee

  • DNFBP: Designated Non-Financial Businesses and Professions, subject to AML/CFT obligations
  • EDD (Enhanced Due Diligence): Heightened verification measures for high-risk clients, including PEPs
  • FATF (Financial Action Task Force): International standard-setter for AML/CFT. See Angola and FATF
  • FIU: Financial Intelligence Unit. Angola’s FIU is the UIF

  • Instrutivo: An instruction issued by the BNA providing detailed implementation guidance
  • KYC (Know Your Customer): Identity verification and risk assessment procedures. See KYC requirements

  • Lei: Angolan law enacted by the National Assembly
  • LPPI (Lei do Investimento Privado): The Private Investment Law governing FDI
  • NIF (Numero de Identificacao Fiscal): Tax identification number required for all financial transactions

  • PEP (Politically Exposed Person): Individuals holding prominent public functions, subject to enhanced due diligence
  • PGR (Procuradoria-Geral da Republica): The Attorney General’s office, responsible for criminal prosecution of financial crimes
  • Regulamento: A regulation issued by the CMC

  • SGOIC (Sociedade Gestora de Organismos de Investimento Colectivo): Licensed fund management company. See fund management regulation
  • SPTR (Sistema de Pagamentos em Tempo Real): Angola’s real-time gross settlement system
  • STR (Suspicious Transaction Report): Report filed with the UIF when money laundering or terrorism financing is suspected
  • UIF (Unidade de Informacao Financeira): Angola’s financial intelligence unit, operating under the BNA
