Who Can Buy Angola Treasury Bonds?
Angola’s government bond market is accessible to a broad range of investors through multiple channels. Eligibility depends on investor type, residency status, and the investment channel used. This guide covers who can participate and through which mechanisms.
Investor Categories
Angolan Individual Residents
Angolan citizens and permanent residents are the primary target audience for the Portal do Investidor. Requirements include:
- Age — Must be 18 years or older (or an emancipated minor under Angolan law)
- Identification — Valid Bilhete de Identidade (BI) or Cartao de Residencia
- Tax registration — Active NIF (Numero de Identificacao Fiscal)
- Bank account — Active account at an Angolan commercial bank linked to the portal
- No restrictions — Must not be subject to legal incapacity or financial sanctions
Angolan Institutional Investors
Domestic institutions access the bond market primarily through the primary market competitive bidding process via the BNA system:
- Commercial banks — The largest participants, bidding competitively in BT and OT auctions
- Pension funds — Regulated by the Insurance Supervisory Institute (ARSEG), with mandated allocation to government securities
- Insurance companies — Similar regulatory requirements to hold government bonds as part of technical reserves
- Investment funds — Licensed collective investment schemes managed by registered asset managers
- Corporations — Companies can purchase government securities through their banking relationships
Foreign Individual Investors
Non-resident individuals can invest in Angola’s government bonds under the Aviso 15/19 framework, subject to additional requirements:
- Must appoint a licensed Angolan custodian bank
- Must designate a local fiscal representative for tax purposes
- Investment funds must be channeled through the official foreign exchange market
- Must register with the BNA for capital account purposes
