Portal do Investidor — Angola’s Retail Bond Platform

The Portal do Investidor is Angola’s Treasury Direct platform, enabling retail investors to purchase government bonds (BTs and OTs) directly from the Ministry of Finance without going through a broker. Launched to democratize access to the country’s fixed income market, the platform allows individual citizens and, under certain conditions, foreign investors to participate in primary market auctions and earn yields of 17.5% to 22% on government securities.

What Is the Portal do Investidor?

The Portal do Investidor is an online platform operated by the Ministry of Finance (MINFIN) in coordination with CEVAMA (the central securities depository). It was created to broaden the investor base for government securities beyond the commercial banks that have historically dominated Angola’s bond market.

Through the portal, registered investors can:

  • Browse upcoming auctions — View the schedule of BT and OT auctions, including instrument details, coupon rates, and indicative volumes
  • Submit non-competitive bids — Place orders at the weighted average yield determined by institutional competitive bidding
  • Track holdings — Monitor their portfolio of government securities, including coupon payment dates and maturity schedules
  • Receive payments — Coupons and principal repayments are credited directly to the investor’s linked bank account
